David Dodd

Mr. Dodd has a broad base of expertise in the field of Economic Development. He is a pioneer in the principles of competitive advantage through the principles of what he terms "collaborative development." Mr. Dodd has extensive experience in development finance, technology commercialization, and development. In the wake of Hurricanes Katrina and Rita, Mr. Dodd led in the organization and implementation of the Gulf Coast Business Reinvestment Forum, sponsored by the U.S. Chamber of Commerce, the International Economic Development Council, and the states of Alabama, Louisiana, Mississippi, and Texas.

Recent collaborative development projects which Mr. Dodd has lead include clusters in the central San Joaquin Valley region of California, a series of workforce development networks in central Louisiana, a collaborative strategy for the State of Montana office of Economic Opportunity, and a cluster- based economic development strategy for Metrovision (the 10-parish New Orleans region).

Mr. Dodd holds degrees in Economics and Finance from Louisiana Tech University, and has completed the Graduate School of Banking of the South at Louisiana State University. He is a Certified Economic Developer, and attended the University of Oklahoma Economic Development Institute (EDI) before moving on to become one of its highest-rated faculty members.

Wil Jacobs

Housing Policy Director, Louisiana Recovery Authority

As Housing Policy Director, Mr. Jacobs is responsible for coordinating the development and implementation of policy for the programs of the Louisiana Recovery Authority ("LRA"). The LRA is the planning and coordinating body that was created in the aftermath of hurricanes Katrina and Rita to plan for the recovery and rebuilding of Louisiana. LRA will guide nearly $8 billion of Community Development Block Grant ("CBDG") funds to restore housing in the state.

Mr. Jacobs works in collaboration with local, state and federal agencies to implement a housing tax credit program that utilizes CDBG funds to create mixed income housing developments, and will establish a small rental repair program that will restore rental housing units. Mr. Jacobs also develops additional programs including a loan fund to assist developers with land development and pre-acquisition costs, and a program to subsidize housing bond financing. In addition, Mr. Jacobs makes policy recommendations for policy changes in the existing homeowner assistance program and will devise a program for disposition of acquired real estate. Mr. Jacobs is responsible for communication with external constituencies including the general public, government, and the development community on housing matters.

Bob Kantor

Lead Director - Fannie Mae

Mr. Kantor is Fannie Mae's Lead Director of the New England Community Business Centers, which include the states of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont. Before his appointment to lead director, Mr. Kantor was director of the Connecticut Community Business Center, facilitating Fannie Mae's affordable housing and community revitalization work throughout the State. Kantor joined Fannie Mae in March 1995.

Prior to joining Fannie Mae, Mr. Kantor was program director for the Local Initiatives Support Corporation's Connecticut program. Mr. Kantor has over 20 years experience in community development, affordable housing, and real estate finance.

Mr. Kantor serves on the boards of the New Samaritan Corporation and Neighborhoods of Hartford, Inc. Mr. Kantor has a Master of Science in Community Economic Development from Southern New Hampshire University, a Master of Science in Labor Studies from the University of Massachusetts, and a Bachelor of Science in Liberal Arts from the University of Connecticut.

Keith A. Kelley

President and CEO of the Fresno West Coalition for Economic Development

As President and CEO of the Fresno West Coalition for Economic Development (FWCED), Mr. Kelley guides the organization in its efforts to improve the physical and socio-economic conditions of the Southwest Fresno area. Mr. Kelley services as the Community Co-Chair for the City of Fresno's successful Empowerment Zone application. Mr. Kelley also leads a partnership between FWCED and Fresno State University, which runs a business development center that assists community residents develop business plans. Mr. Kelley and FWCED are actively involved with the California Endowment and Rockefeller Foundation's California Works for Better Health (CWBH). Mr. Kelley was recently recognized for his economic development activities, receiving an NAACP Image Award. As a Community Activist for the positive change of Fresno, Mr. Kelley is relentlessly busy developing bridges between all segments of the community.

Mr. Kelley currently serves as: member of Mayor Alan Autry's advisory committee; Board Member of the National Congress of Community Economic Development; member of Collaborative Regional Initiative's Innovative Culture Committee; and Vice Chairman of the West Fresno Health Coalition.

L. Ray Moncrief

Executive Vice President and COO of the Kentucky Highlands Investment Corporation

As Executive Vice President and Chief Operating Officer of the Kentucky Highlands Investment Corporation, Mr. Moncrief, is responsible for the company’s investing activities. He has extensive community development experience with a focus on small businesses, the South, and rural communities.

He is a member of the Southern Appalachian Management Company and General Partner of Meritus Ventures, which makes equity investments in small businesses as defined by Rural Business Investment Company regulations. His ventures overlap states in our target footprint (AL, AR, GA, SC). He serves on numerous Boards, including the Community Development Advisory Board, which advises on CDFI policies, activities, and programs.

Bonnie Moore

Director - City of Shreveport - Department of Community Development

As Director, Ms. Moore is responsible for planning, directing, managing and overseeing the activities and operations of housing and community development, including the management of federal government funding for housing and economic development for the City of Shreveport. Ms. Moore coordinates assigned activities with other city departments and outside agencies and provides highly responsible and complex administrative support to the Mayor. Ms. Moore also coordinates activities with partners, outside agencies and other city departments.

Ms. Moore is in charge of four bureaus: Administration, Housing and Business Development, Code Enforcement and Workforce Development and administers the Community Development Block Grant programs, Emergency Shelter Grant program, Workforce Investment Act, HOME Investment Partnership Program and a city-funded code enforcement program.

Prior to her appointment, Ms. Moore was executive director of Centerpoint, the multi-faceted service agency for the homeless and indigent in NW Louisiana. Prior to coming to Centerpoint in 2002, Bonnie was the lead planner for Shreveport's Community Development team with more than 15 years experience in social services, revitalization planning, and affordable housing development.

Ms. Moore has longstanding personal commitment to community service and serves on a number of Boards including: The United Way, Biomedical Research Foundation of Northwest Louisiana Board, Downtown Development Authority Advisory Board, HOPE for the Homeless, and the State Policy Academy. Ms. Moore attended Grambling State University and LSUS, receiving a Bachelor's in Psychology\Therapeutic Recreation with a specialization in Gerontology. Post-Graduate studies include both Counseling and Business Administration.

Karl F. Seidman

Economic Development Specialist
Senior Lecturer - Massachusetts Institute of Technology

Mr. Seidman is an economic development practitioner with 18 years experience in program design and management, real estate strategy and finance, and project development. Mr. Seidman is also Senior Lecturer at MIT's Department of Urban Studies and Planning where he teaches Economic Development Finance and Economic Development Planning.

Mr. Seidman served as Deputy Director and Chief Financial Officer of the Massachusetts Government Land Bank (now MassDevelopment), a state agency that finances and manages redevelopment projects. Mr. Seidman has served as Senior Associate at Mt. Auburn Associates, Research Director for the Massachusetts legislature's Joint Committee on Taxation and the Joint Committee on Commerce and Labor, and Economic Development Coordinator for the Town of Watertown.

Mr. Seidman holds a Master's degree in Public Policy from Harvard's Kennedy School of Government and a Bachelor's degree in political science from Amherst College. He is the author of a comprehensive textbook on economic development finance and a guide to neighborhood commercial district revitalization, the editor of a book on defense conversion for economic development practitioners, and a frequent speaker on economic development at professional conferences.

Keith Timko

Vice President of Real Estate - Real Estate Advisory and Development Services (READS)

At READS, a New Jersey-based nonprofit organization, Keith oversees a range of real estate developments including charter schools, supportive housing and manufactured housing projects.  Prior to coming to READS, Keith worked with Living Cities, a national funders collaborative, on outreach to local, state and national decision-makers in support of programs that have a real, positive impact on urban neighborhoods and their residents.

Kurt Weigle

Executive Director - Downtown Development District - New Orleans, Louisiana

Kurt Weigle is the President and CEO of the Downtown Development District of New Orleans, where he has been instrumental in attracting more than $2 billion of new investments during the last two years. He is a board member of CBNO/MAC, the New Orleans Medical Complex (NORMC), the New Orleans Police & Justice Foundation, the International Downtown Association, and the National New Markets Fund. He is an associate member of the Urban Land Institute.

Mr. Weigle earned his Master of Urban Planning and Bachelor of Arts degrees from the University of Michigan in Ann Arbor.

Joe Wesolowski

Senior Vice President - ESIC Realty Partners

As senior vice president of ESIC Realty Partners, Inc. (ERP), Mr. Wesolowski is responsible for fund management, investor relations, investor reporting, loan servicing, and Community Development Entity (CDE) compliance. Founded in 2002 as a for-profit subsidiary of The Enterprise Social Investment Corporation, ERP leverages the New Markets Tax Credit program, plus Historic Rehabilitation Tax Credits and other financing vehicles, to provide real estate capital for commercial and mixed-used development in underserved and emerging markets.

A seasoned real estate professional with over 20 years of experience, Mr. Wesolowski has proven expertise in financial management, strategic planning, deal structuring and negotiation, leasing, and dispositions. He joined ERP in July 2004. Formerly, Mr. Wesolowski was chief financial officer of USF&G Realty Advisors, Inc. where he oversaw all financial operations.

A certified public accountant, Mr. Wesolowski earned his bachelor's degree in Accounting from Loyola College graduating summa cum laude, and holds a Master of Administrative Science from the Johns Hopkins University.
