Steve MacDonald joined SDS in 2008 as Managing Director and has over 25 years of diverse experience in economic development and government. He oversees operations for SDS’ New Market Tax Credit program, as well as the company’s Fund Division and Community Development Group.


Prior to joining SDS, Mr. MacDonald served as president of Film L.A., the Los Angeles region’s primary film office and the largest entertainment-based economic development corporation in the world.  Mr. MacDonald led the firm’s reorganization and instituted financial and operational reforms that restored order and viability to the challenged agency as it emerged from public scandal.


Earlier in his career, Mr. MacDonald created and led the Los Angeles Business Team under Mayor Richard Riordan.  He was responsible for retaining, expanding and attracting businesses citywide.  He oversaw the City’s first-ever marketing campaign to area businesses and developed vital legislation covering business taxes, public works fees and economic recycling zones.  Mr. MacDonald also earned numerous customer service productivity awards as a Bureau Chief for the City’s Department of Building and Safety.



In 2014 Mr. MacDonald served as President of All Kids Inc, a start-up nonprofit created to educate and advocate for the inclusion of kids with disabilities. He coached Little League Baseball for nearly a decade and volunteers in church activities and at his son's High School. He loves to travel and fish in California's Eastern Sierra Mountains.
